if an owner is away temporarily and wants to lease out his condo, is there a condo assc bylaw stating whether short term leases are allowed and if so, what's the required minimum lease term allowed? 1 month, 3 months, 6 months, 1 year?

A 1 year lease is required. No short term leases are allowed.
