I was wondering if the heat and air in these units is individually controlled since it is included in HOA. Does the resident control temperature, or does the HOA?
The answer is both. It is a chiller and boiler system and only one can be turned on during the appropriate season (no alternating daily between the two). The HOA determines the time period the chiller is on for the year. The boiler is on for the other part of the year. During shoulder seasons, this can get uncomfortable as you may want air conditioning but the boiler is still active or vice versa. Owners control their own thermostats and coil unit fans. Depending on if the chiller or boiler is on at the time, the owner can set the thermostat temperature to their liking. During shoulder seasons, the temperature can become frustrating. For example, in September/October/November/March/April/May, there may be days you prefer a colder environment and are not able to turn air conditioning on because the HOA has turned off the chiller, switched to the boiler, or not switched to the chiller yet (depending on the time of the year). I can't remember the exact months they switch over. A lot of people use fans during shoulder seasons.
