Built in 1926 by the famous architectural designers FRANK R. WALKER and HARRY E. WEEKS who among other buildings designed the Cleveland Public Library, Cleveland Municipal Stadium, and the two huge pylon statues you pass while going over the Lorain-Carnegie Bridge.  The duo designed and worked out of this building from about 1926 to about 1950.
